Project description:

The current system of public administration in the Czech Republic as well as its distribution in the territory is based on the historical development. However, the distribution of public administration authorities and the territorial arrangement of key public administration services in general is is in some cases already unsatisfactory and does not meet the current needs of a rapidly developing society.

Project promoter The Ministry of the Interior strives for effective distribution of public administration services so that they are as accessible to citizens according to their needs as much as possible. The territorial jurisdiction abandonment as much as possible is also needed. Before the project´s beginning already three pilot studies have been carried out and the results helped to argue with the drafting of the new Act on Territorial Administrative Classification of the State.

The aim of the project is to define proposals for a more appropriate territory distribution of public services so as to respect the needs of citizens for their accessibility, both local and time. Based on the identification of spatial patterns of population behavior (e.g. their movement to work, schools, for culture, sports, shopping, etc.) and their natural concentration, it will be possible to describe recommendations for adjusting the location of individual public administration offices and provision of public services in general. Information about these daily commuting streams of inhabitants will be received through the geolocation data of mobile operators, which are a unique source in this respect.

The project expert team composed of representatives of applicant, Norwegian partners and other experts from the Czech Republic experienced in working with geolocation data will define the conditions and procedures for receiving the necessary data from mobile operators in scope and time period required. Gained knowledge will be used to the creation of a methodological document for working with these so-called big data. Part of the project is a public tender for the data purchase. The time period of measurement will be long enough to map the movement of citizens and be used to develop the new models of spatially oriented distribution of public administration service providing and public authorities’ distribution.

The methodological document, spatial analysis and formulated recommendations elaborated during the project will be presented to key stakeholders at relevant working groups and committees of the Ministry of the Interior.

Bilateral cooperation:

The Norwegian partners are prestigious scientific workplaces represented by important scientists in the project. Cooperation with foreign experts was agreed at a personal meeting of representatives of the Ministry of the Interior with representatives of individual research institutions in Norway. As part of the implementation of the project the individual experts with extensive experience with geolocation data will enter in its respective phases. The exchange of knowledge, consulting and mentoring is the main contributions of Norwegian experts to the project.
